Hey, when the hell can I recall items! When I was in HOD I could recall sentiently! I know the whole rule, dont pull if someone is wearing it but some higher ups dont wanna waste their precious hunting time to recall shat.

So, for a revision, please mark the proper ranks with the allowed actions allocated to the tier!
